Educators see struggling students. Extra help or disability?

I believe this article represents what many educators are facing regarding struggling students and students suspected of having a disability. How do we identify students during the pandemic? The U.S. Department of Education, Office of Special Education and Rehabilitative Services just released “Return to School Roadmap” addressing this topic.
